Teacher and Principal Evaluator Training - Additional Training Slots Update: Posted May 2, 2012

May 14, 2012Update on Teacher and Principal Evaluation Training

Starting immediately all district superintendents, special education cooperative directors, and career center directors should check their personal ECS accounts to confirm the number of slots allotted to them is congruent with the needs of their district. If there is an error, please email Kelly Lutzow at www.klutzow@isbe.net for a correction.  All requests, based on actual district needs, and received by 4:00 pm Friday, May 11, 2012, have been loaded.

The superintendents and directors of cooperatives and centers should enter their personal ECS account, check the numbers for accuracy based on true need, and begin to designate the persons within the district that should be trained evaluators.  On May 21, 2012, those people who have been designated may enter their own ECS account, click on the link for Evaluation Training which will take them to a screen where they will input their registration information.  Trainings will be live within a couple of days thereafter.

New Evaluation Systems Provide Illinois Educators Greater Support

classroom new The PERA legislation (Public Act 096-0861) requires “Any evaluator undertaking an evaluation after September 1, 2012 must first successfully complete a pre-qualification program provided or approved by the State Board of Education. The program must involve rigorous training and an independent observer's determination that the evaluator's ratings properly align to the requirements established by the State Board pursuant to this Article.”

To this end, Illinois State Board of Education has contracted with the Consortium for Educational Change (CEC) to begin rolling out an online, self-paced training in early May for those persons who will be doing teacher and/or principal evaluation in the Fall, 2012.

Principals (2/28/12)

Beginning in September 2012, all principals must be evaluated every year by a trained, pre-qualified principalsevaluator. Like teachers, principals’ evaluations will now incorporate measures of student academic growth. Also similar to teachers, principals will be rated using clearly defined standards of effective practice and excellent school leadership.

For more information, please check out the FAQ page.

Guidelines for districts: TDB

State default option: TBD

Professional development: TBD

Benefits: Improved evaluation systems have the potential to offer principals a clearer picture of what’s happening in their schools. Effectively implemented, these systems will provide more opportunities for educators to reflect on their practice, receive constructive feedback, and expand opportunities for professional growth. Hand in hand with new evaluation systems, districts will be expected to strengthen their professional development offerings so that educators get the support they need to help their students improve. The ultimate goal of this evaluation reform is ensuring that every child in Illinois has an outstanding teacher and principal.

Teachers (11/22/11)

teachersState law requires school districts to create and implement performance evaluation systems to measure teachers’ and principals’ skills while factoring in student academic growth. Over the next five years, district administrators and teachers’ union representatives will have the ability to work together to develop their own measures or decide to use all or part of the state’s default/optional model.

The new, more objective systems will clearly define professional excellence, using observation and evidence to rate teachers in one of the four categories:

  • Excellent
  • Proficient
  • Needs Improvement
  • Unsatisfactory

PEAC Launches New Site

SPRINGFIELD, Ill. — The Performance Evaluation Advisory Council (PEAC), a group of educators developing recommendations to create new, more effective teacher and principal evaluation systems, has launched its new website. The site, www.isbe.net/PEAC, is designed to inform educators and the general public about PEAC’s work and what the new evaluation systems will mean for Illinois schools.

PEAC will make recommendations to the Illinois State Board of Education on how to reform current educator evaluation systems to incorporate measures of student academic growth. The new performance evaluations are a result of the 2010 Performance Evaluation Reform Act (PERA).  The intent is to produce more accurate evaluations, leading to more effective teachers in classrooms and higher-achieving students.

The website will be updated with new information as PEAC completes its work and the state considers the group’s recommendations. The site will also serve as an excellent resource for those looking to participate in creating new evaluation systems, with details on PEAC’s public meetings, surveys, upcoming regional meetings, and other opportunities for educators to share their thoughts.

Please check www.isbe.net/PEAC regularly to learn how new teacher and principal evaluation systems will transform education in Illinois.
