DELL e-Broadcast Newsletter 2014.262 - Attention Program Directors!
Our newsletter will focus on comprehensive planning and professional development. Please take a few minutes to review the information below. This information is a follow up to our previous newsletter and important for individuals that have recently been assigned to provide program leadership for English learners.
The Bilingual Education Program Delivery Report (PDR) for the 2013-2014 school year was due on June 30, 2014. This report was required for all districts that received TBE/TPI funding in the 2013-2014 school year. Districts that did not submit the report on IWAS by the original submission due date must submit their report as soon as possible or no later than July 31, 2014. The system will close at 11:59 PM on July 31, 2014.
Please refer to the PDR User Guide on IWAS to complete your submission.

FY14 Amendment Deadline Reminder
FY14 e-GMS budget amendments for NCLB Title III LIPLEPS programs must be submitted no later than Thursday, July 31, 2014. Please contact our division at 312-814-3850 if you have any questions.
Division of English Language Learning: New Directors’ Leadership Institute
DELL is pleased to announce that our annual Leadership Institute for new EL Program Directors will be held on Monday and Tuesday, August 4 & 5, 2014 in Springfield, IL. The following is a tentative schedule for the Institute:
Monday, August 4:
English Language Development (ELD) Standards in Action: Differentiation Workshop provided by WIDA: English language learners need instruction that is differentiated for their diverse proficiency levels. Participants will collaborate on how to customize instruction for ELs utilizing WIDA tools while taking academic language into consideration. This workshop is appropriate for those directors who are familiar with WIDA Standards.
At the end of the workshop, participants will be able to:
- Define what language differentiation means in the instruction and assessment of ELs
- Describe how scaffolds and supports engage ELs at various levels in the language and content of a lesson
- Describe how content, product, process, and environment are taken into account for language differentiation
- Describe the relationship between proficiency level and domain in differentiation
Tuesday, August 5:
DELL will offer a series of presentations and workshops geared to support English Learner Program (EL) Directors and Administrators who are new to their positions or the field of English learners, or have been working with the EL program in the district for a shorter period of time. These presentations will cover aspects of our state rules and requirements, federal legislation, and day-to-day practice with the state.
DELL has received very positive feedback from previous participants about this Institute and how it has been helpful for them in gaining an overview of rules and requirements, administrative procedures related to the EL program, as well as a program models and other considerations related to working with English Learners.
Space is limited and funds may be available for travel and lodging per Illinois Travel Regulations on a first come first served basis. Annual Fall Bilingual Program Directors’ Meeting-Date Saver Reminder
