Title Grant Administration
Under section 1119(a)(2) of the Elementary and Secondary Education Act (ESEA), also known as the No Child Left Behind Act (NCLB) , schools are expected to demonstrate that 100% of their core academic subject teachers are highly qualified (HQT). Under section 2141, after two consecutive years with less than 100% HQT and not making Adequate Yearly Progress (AYP), a district must develop an HQT Improvement Plan to ensure that
- All uncertified teachers become certified HQT.
- All newly hired teachers are certified HQT.
- Efforts are being made in the district to ensure the retention of teachers who are HQT certified.
Only notified districts must comply with this requirement.

IA10 Indicator: The district regularly reallocates resources to support school, staff, and instructional improvement. (1126)
Consistent with local planning requirements and its needs assessment, the Title II, Part A program offers an LEA the flexibility to design and implement a wide variety of activities that can promote a teaching staff that is highly qualified and able to help all students -- regardless of individual learning needs -- achieve challenging State content and academic achievement standards. Funds can also be used to provide school principals with the knowledge and skills necessary to lead their schools’ efforts in increasing student academic achievement.
Any district may use Title II, Part A funds to develop and administer rigorous State tests required of teachers new to the profession (and available to teachers not new to the profession) to determine whether they have subject-matter competence, and to assist them in meeting State certification requirements, e.g., by paying for the costs of additional required courses. IA14 Indicator: The district recruits, trains, supports, and places personnel to competently address the problems of schools in need of improvement. (1130)
Since the inception of NCLB, each district receiving funds under Title I shall ensure that all teachers hired shall be highly qualified. (Sec. 1119(a)(1))
Further, all teachers teaching in core academic subjects within the State must have been highly qualified not later than the end of the 2005-2006 school year. (Sec. 1119(a)(2)).
Under Title I, Part A (Sec. 1119(b)(1)(A)), each LEA receiving Title I funds must publicly report annually on its progress, both at the district and school level, ensuring that all teachers are highly qualified.
Section 2141 of the NCLB describes what districts must do if it fails to make AYP or ensure all core academic subject teachers are highly qualified. If ISBE determines, that a district does not have 100% of core academic teachers highly qualified for two consecutive years, the district must develop an improvement plan that will enable it to meet the highly qualified requirements.
IC08 Indicator: Staff development is built into the schedule for support staff (e.g., aides, clerks, custodians, cooks) as well as classroom teachers. (1151)
The purpose of Title II, Part A is to increase the academic achievement of all students by helping schools and districts improve teacher and principal quality and ensure that all teachers are highly qualified.
This can be done through high quality professional development, which is defined in Title IX, Section 9101(34) of ESEA.
Professional development includes, but is not limited to, activities that:
